The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) is tasked with conducting counseling for a diverse range of medical seats across the country. This includes 15% All India Quota (AIQ) seats, 100% seats in Deemed Universities, Central Universities (such as Delhi University, Aligarh Muslim University, and Banaras Hindu University, including their Institutional/Domicile Quotas), Employees' State Insurance Corporation (ESIC) medical colleges, Armed Forces Medical College (AFMC) for the registration part, and Guru Gobind Singh Indraprastha University (including VMMC & SJH, ABVIMS & RML, and ESIC Dental, Delhi) covering both 15% AIQ and 85% Institutional Quota. Furthermore, MCC/DGHS handles 100% of the seats in AIIMS and JIPMER, as well as B.Sc. Nursing courses in Central Institutes.

The primary responsibility of the Medical Counselling Committee (MCC)of DGHS is the allotment of seats to participating candidates based on their merit and personal choices. This crucial process commences only after the Medical Counselling Committee (MCC) receives the list, data, or information of successful candidates from the National Testing Agency (NTA), which is the body responsible for conducting the NEET (UG) examination. Through this well-structured and transparent counseling process, Medical Counselling Committee (MCC) ensures that candidates are matched to their preferred institutions in a fair and merit-based manner, facilitating their journey towards becoming future healthcare professionals.

Step Wise Counseling Process conducted by Medical Counselling Committee (MCC)

The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.

Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. It is crucial for candidates to make informed decisions regarding their participation in Round 3 of AIQ/Deemed/Central Universities counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.

To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.

For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Reservation Policy for 15% All India Quota seats:

The Reservation Policy of the Central Government for the NEET-UG Counselling in All India Quota is as follows:

S.C.- 15%

S.T.- 7.5%

O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%

EWS- as per Central Government norms- 10%

PwD- Horizontal Reservation as per NMC norms- 5%

Guidelines for NRI Seat Allocation during MCC Counseling

The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.

Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

If You're Satisfied with Your Allotted Seat and Wish to Join the College:

  1. Physical Reporting: You are required to physically report to the college to which you've been allotted to complete the joining formalities.
  2. Fee Payment: Upon reporting, you will need to pay the tuition fees and any other applicable fees to secure your seat. Please note, the security deposit paid during the MCC counselling cannot be adjusted against the tuition fees.
  3. Document Submission: After paying the fees, you must hand over your original documents to the college as part of the admission process.
  4. Security Deposit: The security deposit will be refunded by MCC after the counselling process concludes.

If You Wish to Participate in the Next Round:

For Upgrading: If you're satisfied with your current seat but, interested in exploring better options in the next round, you must:

  1. Join the college allotted in Round 1 by physically reporting, paying the fees, and submitting the necessary documents.
  2. Express your willingness for upgradation during the admission process. This indicates that while you're accepting the Round 1 seat, you're also interested in being considered for a better seat in Round 2.

If You're Not Satisfied with Your Allotment:

Seeking a Better Option: If the current allotment does not meet your expectations and you wish to participate in the next round for a better seat without reporting, be aware that:

  1. You will forfeit your currently allotted seat
  2. You must go through the counselling process again to be considered for a new seat in the subsequent round.

If You've Decided to Quit the MCC Process:

  • Withdrawal: If you're not satisfied with the MCC allotted seat and have secured admission elsewhere, you can withdraw from the MCC counselling process. By doing so, you will not be considered for any seat allotment in the future rounds. MCC will return your security deposit post the counselling period.
Note: if a registered candidate is not allotted a seat in round 1, he/she can participate in round 2 directly without fresh registration.

Candidates getting upgraded in Round 2 shall NOT have any claim on Round 1 seat.

The medical aspirants seeking MBBS/BDS admission at Maharashtra (State Government/Corporation/Private & Minority Colleges ) will have to register themselves for The Commissioner State Common Entrance Test Cell, Maharashtra State, Medical education Under Graduate Courses ( Directorate of Medical Education & Research, Maharashtra State, Mumbai ) admission process by filling out their application form. Maharashtra, MBBS/BDS admission is done on the basis of marks secured in NEETUG. Candidates who will qualify NEETUG Examand meet the eligibility requirements can only register and fill the application form for the Directorate of Medical Education & Research Maharashtra State, Mumbai ,MBBS / BDS admission. Directorate of Medical Education & Research, Maharashtra State, Mumbai counseling is conducted in Three rounds (Round 1, Round 2, and Mop-up Round) . The fourth round being the College Round (Private Unaided /Private Minority Colleges ), if the number of vacant seats is x, then a 10x the list of registered candidates will be sent to the college and is to be exhausted strictly in order of merit. For filling vacant seats in Govt. / Corporation / Govt.-aided institutions and vacant State Quota seats of Private Unaided/Minority institutions, Online CAP Stray Vacancy round(s) will conducted by Competent Authority, State CET Cell. Online CAP Stray Vacancy Round Process. Seat selection for MAHARASHTRA (State Government/Corporation/Private & Minority Colleges will be exclusively through web counseling.

ELIGIBILITY QUALIFICATION FOR ADMISSION FOR MBBS/BDS State Common Entrance Test Cell, Maharashtra State

  • 12th or (10+2 Equivalent) with Minimum 50% marks in Physics, Chemistry, Biology & English for UR & 40% for SC/ST/OBC.
  • Those who have qualified NEETUG by scoring the minimum qualifying percentage will be eligible for the Admission and Counseling. Candidates should have earned a minimum of 50 percentile (40th percentile for SC/ST/OBC and 45th percentile for General-PH) in order to become eligible for NEET counseling rounds
  • AGE: A student must have completed an age of 17 years at the time of admission under NEET eligibility or should complete the age on or before 31st December of the year of his/her admission to the 1st year MBBS/BDS Course.

ELIGIBILITY FOR ADMISSION TO HEALTH SCIENCE DEGREE COURSES

Any eligible candidates on All India basis can be admitted including Non-Resident Indians (NRI) and Overseas Citizens of India (OCI), as well as Outside Maharashtra candidate (OMS) who had appeared for the National Eligibility-cum-Entrance Test and declared eligible for admission to MBBS, BDS, BAMS and BUMS Courses respectively, in accordance with inter-se-merit amongst candidates who apply for institutional quota seats. These seats will be filled by Competent Authority through CAP. Such seats if remain vacant after all CAP round will be surrendered to respective institute for institutional level round.

  • The candidate must be medically fit and must submit a certificate of medical fitness at the time of Document Verification as per proforma. (Annexure-“H”)
  • The candidate must have passed the SSC or equivalent examination from an Institution situated in the state of Maharashtra.
Exemption – Candidate who has passed SSC or equivalent examination in 2017 or prior to that, from an institute outside the State of Maharashtra is also eligible to seek admission, provided he has passed HSC or qualifying examination from an institute in the State of Maharashtra and also possess Domicile Certificate issued by the authority, who is competent to issue such certificate in the State of Maharashtra for educational purpose gazette no. MED-1018/C.R. 405/18/Edu-2 dated 20/04/2019.
  • The candidate must have passed the qualifying examination i.e. Higher Secondary Certificate (HSC/12th Standard) or equivalent examination, from an Institution situated in the State of Maharashtra with English, Physics, Chemistry and Biology (Botany & Zoology) at the time of document verification.

  • 85% of Seats in Government colleges (after exclusion of 15 % seats transferred to All India Quota)
  • EWS reservation – 10% seats of the available seats will be reserved for EWS candidates. “EWS” means Economically Weaker Section, include persons who are not covered under the scheme of reservation for SC, ST, VJ, NT-1, NT-2, NT-3, OBC, and whose family has a gross annual income below Rs. 8,00,000/- as per Government resolution of General Administration Department ROD-4019/C.R 31/ 16-A Dated 12 February 2019 And Government Resolution no.   • The seat(s) remaining vacant – from the EWS category will be allotted to general category candidates
  • 50% in government college 25% in private college of the available seats for admission by the University for MBBS/ BDS shall be reserved for candidates belonging to Backward Classes.
  • Constitutional reserve seats:- The seats from the categories SC, ST, VJ, NT1, NT2, NT3 & OBC will be filled from among the reserve candidates as per the following groups The groups are as follows -

Constitutinal Reserved Category Candidates - "Ear-Marking": Reserve category candidate entitled to admission on the basis of merit in an open category seat will have the option of taking admission either against his / her respective category seat or on an open category seat. If he / she opts for the reserved category he / she will be deemed to have been admitted as an open category candidate and not as reserve category candidate. One seat in the college where he / she was eligible for admission against open seat shall be earmarked for a candidate belonging to the respective reserved category.   • A Candidate belonging to ‘Creamy Layer’ amongst the categories (VJ) DT -A, NT-B, NT-C, NT-D, OBC, SBC and must note that the provision of the reservation is NOT applicable to him/her. A candidate claiming the benefit of reservation under these categories will be required to produce a Non-Creamy Layer Certificate as specified 0in the Govt. Resolutions from time to time.
  • RESERVATION FOR FEMALE CANDIDATES: 30% of seats at the disposal of the Competent Authority shall be reserved for female candidates in all the courses. This reservation shall be for all the categories like SC, ST, VJ, NT-1, NT-2, NT-3, OBC, EWS, Common, HA, MKB & DEF and will be operated in parallel. If requisite numbers of female candidates are not available, then these seats shall be offered to male candidates of that category.
  • In all private unaided institutions, all the seats will be distributed uniformly at the State level. There shall be 30% female reservation. There shall not be any other specified reservation.
  • Maharashtra-Karnataka disputed border area residents (MKB) Quota: The candidate should have claimed the MKB Quota reservation in the original online application form. Request for MKB quota claim after submission application form will not be granted. Minimum eligibility criteria shall be as per open merit candidate for selection. If the seat(s) from the MKB quota remains vacant, they will be filled in from the Open category as they are carved out from the same category.
  • Hilly Area (HA) Reservation:- The candidate should have claimed the Hilly area reservation in the original Online application form. Request for Hilly area reservation claim after submission application form will not be granted.
  • All the seats at Minority College will be filled by the respective minority candidate and if a particular Minority candidate is not available then the remaining seats will be filled by general candidates.
  • One percent seats from the Open category are reserved in parallel for Orphan category candidate
  • 15% Institutional quota for MBBS/BDS course in Private/Minority colleges shall be filled on the All India basis which shall also include eligible NRI, OCI candidate, and candidate from other State (OMS). These seats will be filled by the competent authority through CAP. Such seats if remain vacant after all CAP round will be surrendered to the respective institute for an institutional level round.

: After conducting two or more CAP rounds of seat allotment for Government /Corporation /Private aided / Private Unaided / Minority colleges, if seats remain vacant due to non allotment, nonreporting for admission and resigning after joining or any other reason, those seats will be filled in Mop-Up round(s). The details of the CAP Mop-Up round will be declared on the website in due course

A) Following types of Candidates are eligible for seat allotment in Mop up Round:

Registered candidates who did not fill choices in Round-1 & Round-2.
Registered candidates who participated in Round-1 & Round-2 but did not get any seat allotted in Round-1 & Round-2.
Candidates allotted and joined seat in Round-1/Round-2 & not filled Status Retention.
Candidates who have registered in Mop up Round.

B) Candidates NOT ELIGIBLE for 3 Round(s):

Candidates who have joined seat in round-1 of State Quota seats and not participated in round-2.
Candidates who have joined seat in round 1/round-2 of State Quota seats and filled status retention form.
Candidates who have joined status at the end of round-2 of All India Quota seats.
If a candidate is selected during Mop up Round he/she will have to join the college / seat allotted during that round. Candidate selected during Mop up Round will not be eligible for subsequent round(s) of State Counseling Process.

C) Candidate will have to fill fresh preferences for Mop up Round. All previous preferences will be considered as null & void. These preferences will be used for all subsequent Online Stray Vacancy Round(s)

Eligible Candidates: Candidate who has registered & filled online preference form previously in Mop-up round of State Quota Counseling but not been allotted a seat till Mop up round. Candidates not eligible
Candidates not eligible: Candidates who have joined seat in Round-1 and Round-2 or allotted a seat in Mop-up round of State Quota Seats. • Candidates who have joined seat in Round-1, Round-2 & Mopup round of All India Quota seats.

Note –

  • No new registration will be done for this round.
  • No Fresh choices will be allowed for this round and choices exercised for Mop-up round will be considered for allotment of seats for Online Stray Vacancy round.
  • Allotment of seat will be done Online by running software

INSTITUTION LEVEL ROUND FOR VACANT SEATS AFTER CAP Mop-Up ROUNDS: If the seat(s) remain vacant in Private Unaided /Private Minority Colleges after all CAP Mop-Up Rounds, the said seats shall be filled in by the Institution through Institution Level Round with the prior approval of the Competent Authority. The Dean or Principal of the institutions shall carry out the admission for these vacant seats by calling applications from eligible candidates for State quota on the basis of inter-se merit from the list of NEET-UG.

PAYMENT OF FEES: The fee for the course should be paid at the respective college by Demand Draft from any Nationalized / Scheduled Commercial Bank in favor of Dean/Principal of College, as applicable.

SERVICE BOND & PENALTY: As per Government Resolution (G.R. No. MED 1007/CR-490/07/Ed-2 dated 8th Feb 2008 and any G.R issued in this regard from time to time), candidates joined against the seats of Government/Municipal Corporation colleges for admission to MBBS/BDS Courses either through GOI nominee, All India quota or through NEET UG will be required to sign a bond to serve the Government of Maharashtra or local self-government or Defence services for a period of one year, after the completion of the internship, failing which he/she will be required to pay Non-Refundable Rs.10,00,000/- (Rupees ten lacs only) for the default as penalty.
