The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) is tasked with conducting counseling for a diverse range of medical seats across the country. This includes 15% All India Quota (AIQ) seats, 100% seats in Deemed Universities, Central Universities (such as Delhi University, Aligarh Muslim University, and Banaras Hindu University, including their Institutional/Domicile Quotas), Employees' State Insurance Corporation (ESIC) medical colleges, Armed Forces Medical College (AFMC) for the registration part, and Guru Gobind Singh Indraprastha University (including VMMC & SJH, ABVIMS & RML, and ESIC Dental, Delhi) covering both 15% AIQ and 85% Institutional Quota. Furthermore, MCC/DGHS handles 100% of the seats in AIIMS and JIPMER, as well as B.Sc. Nursing courses in Central Institutes.

The primary responsibility of the Medical Counselling Committee (MCC)of DGHS is the allotment of seats to participating candidates based on their merit and personal choices. This crucial process commences only after the Medical Counselling Committee (MCC) receives the list, data, or information of successful candidates from the National Testing Agency (NTA), which is the body responsible for conducting the NEET (UG) examination. Through this well-structured and transparent counseling process, Medical Counselling Committee (MCC) ensures that candidates are matched to their preferred institutions in a fair and merit-based manner, facilitating their journey towards becoming future healthcare professionals.

Step Wise Counseling Process conducted by Medical Counselling Committee (MCC)

The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.

Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. It is crucial for candidates to make informed decisions regarding their participation in Round 3 of AIQ/Deemed/Central Universities counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.

To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.

For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Reservation Policy for 15% All India Quota seats:

The Reservation Policy of the Central Government for the NEET-UG Counselling in All India Quota is as follows:

S.C.- 15%

S.T.- 7.5%

O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%

EWS- as per Central Government norms- 10%

PwD- Horizontal Reservation as per NMC norms- 5%

Guidelines for NRI Seat Allocation during MCC Counseling

The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.

Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

If You're Satisfied with Your Allotted Seat and Wish to Join the College:

  1. Physical Reporting: You are required to physically report to the college to which you've been allotted to complete the joining formalities.
  2. Fee Payment: Upon reporting, you will need to pay the tuition fees and any other applicable fees to secure your seat. Please note, the security deposit paid during the MCC counselling cannot be adjusted against the tuition fees.
  3. Document Submission: After paying the fees, you must hand over your original documents to the college as part of the admission process.
  4. Security Deposit: The security deposit will be refunded by MCC after the counselling process concludes.

If You Wish to Participate in the Next Round:

For Upgrading: If you're satisfied with your current seat but, interested in exploring better options in the next round, you must:

  1. Join the college allotted in Round 1 by physically reporting, paying the fees, and submitting the necessary documents.
  2. Express your willingness for upgradation during the admission process. This indicates that while you're accepting the Round 1 seat, you're also interested in being considered for a better seat in Round 2.

If You're Not Satisfied with Your Allotment:

Seeking a Better Option: If the current allotment does not meet your expectations and you wish to participate in the next round for a better seat without reporting, be aware that:

  1. You will forfeit your currently allotted seat
  2. You must go through the counselling process again to be considered for a new seat in the subsequent round.

If You've Decided to Quit the MCC Process:

  • Withdrawal: If you're not satisfied with the MCC allotted seat and have secured admission elsewhere, you can withdraw from the MCC counselling process. By doing so, you will not be considered for any seat allotment in the future rounds. MCC will return your security deposit post the counselling period.
Note: if a registered candidate is not allotted a seat in round 1, he/she can participate in round 2 directly without fresh registration.

The Atal Medical & Research University, Himachal Pradesh On Behalf Of The Government Of Himachal Pradesh Department Of Medical Education & Research will be conducting the counseling on behalf of the Government of Himachal Pradesh (Department of Medical Education & Research) through Centralized Counselling Committee constituted by the Government of Himachal Pradesh. Eligibility And Qualifications For MBBS/BDS Atal Medical & Research University, Himachal Pradesh

General Criteria for eligibility for State Quota Seats : Only the candidates who have qualified the NEET-UG shall be eligible to apply online for admission to MBBS/BDS Courses through centralized counseling in Government Medical/Dental Colleges including State Quota Seats in Private un-aided Medical/Dental Colleges situated in Himachal Pradesh
Specific Criteria for eligibility:
The following categories of candidates shall be eligible for the State Quota Seats
Bonafide Himachali Students or the children of Bonafide Himachali, irrespective of their place of schooling.

The children of parents who are not bonafide Himachalis and who are Central Government employees (like those of All India Services/Central Civil Services) OR employees working within the State of Himachal Pradesh in Autonomous Bodies/Institutions/Organizations/Semi Government Bodies established by Central/Other State Governments OR Serving Judges of the Hon’ble High Court of Himachal Pradesh OR Regular employees of Himachal Pradesh Government/H.P. Government Undertakings/Autonomous Bodies wholly owned by Himachal Pradesh Government shall be eligible for admissions in State Quota seats subject to fulfillment of following conditions:-

  1. The employee should be working for a period of continuous two years within the State of Himachal Pradesh in preceding four years on or before 1 st January of the year of passing 10+2 examinations and
  2. His or her child should have passed 10+1 (or equivalent and 10+2 (or equivalent) from the recognized schools or colleges situated in the State of Himachal Pradesh and affiliated to ICSE/CBSE/HPBOSE or equivalent Boards/Universities established by law in India.
  3. Children of regular employees of Himachal Pradesh Government/H.P. Government Undertakings/Autonomous bodies wholly owned by Himachal Pradesh Government shall be exempted from the schooling condition for eligibility for State Quota seats subject to the fulfillment of following criteria: -
  • Such employees have been holding posts outside Himachal Pradesh on or before 1st January of the year of passing 10+2 examinations for at least a continuous period of three years.
Note : Candidates seeking admission under State Quota on the basis of eligibility criteria as defined above under Clause-IV(A)2(ii) shall be considered only Unreserved category, as the seats under reserved categories are meant only for Bonafide Himachali . Such candidates shall have to submit the certificate on the prescribed format (s) as per Appendix-13 as applicable.
Eligibility Criteria for Management Quota Seats : The Management Quota Seats in Private un-aided Medical/Dental Colleges in the State of Himachal Pradesh, shall be filled up from the qualified candidates of NEET-UG in order of common merit drawn by the University for which there will be no condition of Bonafide Himachali. Under this quota, both Himachali and Non-Himachali (Indian National) interested candidates can apply online for admission to MBBS/BDS courses through Centralized Counselling subject to fulfillment of minimum educational qualification and age etc

Note:

  • Candidates who do not fulfill the eligibility criteria as prescribed for State Quota Seats, will be considered only for Management Quota seats, if otherwise they are interested.
  • The merit list of qualified candidates of NEET-UG who applied online to the University within stipulated period will only be drawn by the University and application forms of candidates not found qualified in NEET-UG will be rejected without any notice and names of such candidates shall not be included in the merit list. The application fee shall not be refunded in any case.
Educational Qualifications and Other Conditions : Candidates should have passed in any one of the following qualifying examinations at the time of first round of counselling: -
12th or (10+2 Equivalent) with Minimum 50% marks in Physics, Chemistry, Biology & English for UR & 40% for SC/ST/OBC.
Those who have qualified for NEET 2020 by scoring the minimum qualifying percentage will be eligible for Admission and Counseling. Candidates should have earned a minimum of 50 percentile (40th percentile for SC/ST/OBC and 45th percentile for General-PH) in order to become eligible for NEETUG counseling rounds
AGE: A student must have completed an age of 17 years at the time of admission under NEET eligibility or should complete the age on or before 31st December of the year of his/her admission to the 1st year MBBS/BDS Course. The upper age limit is 25 years as of the date of examination with a relaxation of 5 years for candidates belonging to SC/ST/OBC-NCL category and Persons with Disability (PwD) candidates.

Instructions For Filling Up Online Application Form For Atal Medical & Research University, Himachal Pradesh

After Logging on to website www.amruhp.ac.in, candidate must download the prospectus and replica of ONLINE application form in order to read it carefully to satisfy his/her eligibility criteria and other requirement for submission of online application form.

Before proceeding to apply online, please ensure that you have:

Scanned copy of candidate’s recent photograph with following specifications.

  1. Photograph should be in formal.
  2. Photograph must be a passport size colour picture having maximum size of100 KB (width:135 pixels x height: 175 pixels) with white background
  3. Photograph must be taken in full face view directly facing the camera.
  4. Photograph should have no shadows and red eyes.
  5. Photo format should be .jpg or .jpeg only

Scanned copy of candidate’s signature with following specifications.

  1. Applicant should sign with black ink on a white paper and get the signature scanned.
  2. The signature must be of the applicant and not of any other person.
  3. Maximum size 100 KB (width:135 pixels x height: 65 pixels)
  4. Scanned signature format should be jpg or jpeg only.

Upload documents with following specifications.

  1. Documents to be uploaded as per eligibility requirements of the prospectus, which should not be more than 1024 KB
  2. Document format should be in PDF, JPG, JPEG, PNG only.

Step by Step guide for online submission of Application Form FOR Atal Medical & Research University, Himachal Pradesh

Click on “Apply for MBBS/BDS Counselling” on the Home Page of the University Website i.e. www.amruhp.ac.in or Click on Admission> Apply for Admission> MBBS/BDS
Fill the fields Admission Quota and Category “Candidate’s Name”, “Father’s Name” NEET Roll No. as per NEET UG “Email id” and “Mobile number” carefully (Details should be exactly matched with NEET UG details else students will not be able to register for counselling). After entering email id click on Verify Email button to verify email, similarly after entering mobile number. On clicking the Verify button, the candidate will get OTP on the registered email id, by entering the OTP in the required text box the email id will get verified. Insert the captcha code to get yourself registered
Use your authenticated Mobile Number & e-mail ID for the registration. Due to onetime registration, candidate must retain the system generated credentials for future login

Photograph should be taken on or after 1 st July 2024 upto the size of 40kb

NOTE:-

  • Spectacles are allowed only if being used regularly.
  • Photograph should not be with cap or goggles.
  • The candidate should put his full signature in running hand writing on white paper [not in capital letter] with Blue/ Black Ink pen and scan for uploading, upto the size of 20 kb.
  • Photo & Signature must be clearly visible and must be in * .JPEG/*.JPG format.
  • Uploaded Photo and signature will also be used in the future by the university after admission on various documents.
On final submission of Admission form, you will not be able to edit any entry
Allotment Letter will be generated after counselling and acceptance of allotted seat by the candidate.

Merit List

AMRU will draw and notify a combined as well as category–wise merit list on the basis of All India merit ranking of NEET-UG of the qualified candidates who have submitted their application form online only, complete in all respects and has obtained the printout of confirmation copy of the said online form within stipulated period as mentioned in the prospectus. The new rank in order of merit will be assigned to the candidates in the merit list to be notified by the University for admission to MBBS/BDS courses in Government and Private un-aided Medical/Dental Colleges for filling up seats under State/Management Quota and NRI seats, as the case, may be. The said merit list will be available on the University Website www.amruhp.ac.in The candidates are advised to check their new merit rank and attend the counselling as per schedule to be notified with the merit list separately.
Candidates will be considered in order of merit drawn by the AMRU for admission to MBBS/BDS courses under State/Management Quota in Govt. and Private Medical/Dental Colleges, as the case, may be, subject to fulfillment of eligibility criteria of the prospectus. Provided further, that the candidates who do not fulfill the prescribed eligibility criteria for State Quota seats will be considered in order of merit under management quota seats only in private medical/dental colleges, if otherwise, they are interested
In case, the seats in the State Quota remains vacant even after exhausting the merit list, then the Himachali Bonafide candidates only, if admitted under Management Quota will be converted into State Quota to fill up the vacant seats under State Quota in order of merit, category-wise. The candidates so admitted/converted against such seats shall be charged the fee payable by the State Quota candidates

During the Second round of Counselling, if an admitted candidate of round-1, who have participated in 2nd round is not getting up gradation then he/she will retain his/her seat with category allotted in Rount-1 and will not be shifted to any other point/category
All candidates whose names figured in the AMRU merit list notified by the University are entitled to fill up the preferences of college/course/quota for 3rd round of counselling. If candidate is satisfied with his/ her seat allocated during the 1st or 2nd round of online counselling, he/she is not required to participate in the subsequent round of online counselling.
MMMCH-Solan was allowed to conduct Mop-up round at Institutional level after completion of 2nd round of Common/Centralized Counseling, as per orders of the Hon’ble High Court of H.P. on 13-11-2020 passed on CWP No. 4119 of 2020-MMU Vs. State of H.P. The aforesaid orders were applicable for the academic session 2020-21 only whereas, as per Common/ Centralized Counseling procedure, all seats are required to be filled- up by the State Common/Centralized Counselling Committee. Now as per guideline of DGHS, Govt. of India, there is no provision of Mop-up round of counseling. So, seats remaining vacant MMMCH, Solan after 3 rd round will be intimated to them and will be filled at Institutional level as per provisions in the Prospectus. A Stray Vacancy Round of Counseling for all Government Medical and Government/ Private Dental Colleges situated in Himachal Pradesh will be conducted by Atal Medical & Research University, Ner Chowk. If the State Quota seats remain vacant the same shall be filled with eligible Management quota applicants in order of merit.
