The Government Doon Medical College Dehradun, is a Government College established in the Year 2016. The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) is tasked with conducting counseling for a diverse range of medical seats across the country. This includes 15% All India Quota (AIQ) seats, 100% seats in Deemed Universities, Central Universities (such as Delhi University, Aligarh Muslim University, and Banaras Hindu University, including their Institutional/Domicile Quotas), Employees' State Insurance Corporation (ESIC) medical colleges, Armed Forces Medical College (AFMC) for the registration part, and Guru Gobind Singh Indraprastha University (including VMMC & SJH, ABVIMS & RML, and ESIC Dental, Delhi) covering both 15% AIQ and 85% Institutional Quota. Furthermore, MCC/DGHS handles 100% of the seats in AIIMS and JIPMER, as well as B.Sc. Nursing courses in Central Institutes.

The primary responsibility of the Medical Counselling Committee (MCC)of DGHS is the allotment of seats to participating candidates based on their merit and personal choices. This crucial process commences only after the Medical Counselling Committee (MCC) receives the list, data, or information of successful candidates from the National Testing Agency (NTA), which is the body responsible for conducting the NEET (UG) examination. Through this well-structured and transparent counseling process, Medical Counselling Committee (MCC) ensures that candidates are matched to their preferred institutions in a fair and merit-based manner, facilitating their journey towards becoming future healthcare professionals.

Step Wise Counseling Process conducted by Medical Counselling Committee (MCC)

The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.

Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. It is crucial for candidates to make informed decisions regarding their participation in Round 3 of AIQ/Deemed/Central Universities counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.

To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.

For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Reservation Policy for 15% All India Quota seats:

The Reservation Policy of the Central Government for the NEET-UG Counselling in All India Quota is as follows:

S.C.- 15%

O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%

EWS- as per Central Government norms- 10%

PwD- Horizontal Reservation as per NMC norms- 5%

Guidelines for NRI Seat Allocation during MCC Counseling

The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.

Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

If You're Satisfied with Your Allotted Seat and Wish to Join the College:

  1. Physical Reporting: You are required to physically report to the college to which you've been allotted to complete the joining formalities.
  2. Fee Payment: Upon reporting, you will need to pay the tuition fees and any other applicable fees to secure your seat. Please note, the security deposit paid during the MCC counselling cannot be adjusted against the tuition fees.
  3. Document Submission: After paying the fees, you must hand over your original documents to the college as part of the admission process.
  4. Security Deposit: The security deposit will be refunded by MCC after the counselling process concludes.

If You Wish to Participate in the Next Round:

For Upgrading: If you're satisfied with your current seat but, interested in exploring better options in the next round, you must:

  1. Join the college allotted in Round 1 by physically reporting, paying the fees, and submitting the necessary documents.
  2. Express your willingness for upgradation during the admission process. This indicates that while you're accepting the Round 1 seat, you're also interested in being considered for a better seat in Round 2.

If You're Not Satisfied with Your Allotment:

Seeking a Better Option: If the current allotment does not meet your expectations and you wish to participate in the next round for a better seat without reporting, be aware that:

  1. You will forfeit your currently allotted seat
  2. You must go through the counselling process again to be considered for a new seat in the subsequent round.

If You've Decided to Quit the MCC Process:

  • Withdrawal: If you're not satisfied with the MCC allotted seat and have secured admission elsewhere, you can withdraw from the MCC counselling process. By doing so, you will not be considered for any seat allotment in the future rounds. MCC will return your security deposit post the counselling period.
Note: if a registered candidate is not allotted a seat in round 1, he/she can participate in round 2 directly without fresh registration.

The Security Deposit will be forfeited if a candidate who has been allotted a seat in the Second Round or subsequent rounds and does not join the respective institution. Also, the Security Deposit will be forfeited if the admission gets cancelled due to any reason
Candidates getting upgraded in Round 2 shall NOT have any claim on Round 1 seat.
If a candidate freshly registered in round 2 is not allotted a seat, he/she can participate in round 3 directly without fresh registration.
However, if an upgraded candidate does not want round 2 seat, he may avail exit with forfeiture after round 2 result announcements.

2) Hemwati Nandan Bahuguna Medical University conduct Bachelor of Medicine and Bachelor of Surgery (MBBS) in Uttarakhand

Uttarakhand's centralized counseling for MBBS/BDS courses across all Government and Private Medical/Dental Colleges, as well as Private Medical Colleges affiliated with the State Private University of Uttarakhand for the academic session, is overseen by Hemwati Nandan Bahuguna Medical University, Dehradun. This counseling process, crucial for prospective medical students, is organized based on the merit secured in the NEET UG examination. It also requires adherence to specified eligibility criteria and other terms and conditions set out for NEET UG. To ensure comprehensive and fair selection, the counseling is structured into three distinct phases: the first round, which is conducted online; the second round, which involves physical counseling; and the mop-up round, also involving physical counseling, offering candidates multiple opportunities to secure a seat in their desired institution.

Centralized counseling will be conducted for the following quota of seats:-

Eligibility Criteria For NEET UG-2023 Uttarakhand State Centralised Counselling for Hemwati Nandan Bahuguna Medical University

The counselling and admission shall be open to registered candidate, who will fulfill the following criteria:

For M.B.B.S./B.D.S Courses in Government & Private Medical/Dental Colleges/ Private Medical College affiliated to State Medical University of Uttarakhand against STATE QUOTA SEATS.
Is an Indian citizen.
The eligibility criteria of age for NEET UG–2023 Uttarakhand State Centralised Counselling will be as per the latest guidelines/ order of NTA (NEET UG-2023 examination conducting body)/Hon’ble courts/ NMC/ DCI/ Government of India.
The candidate must have passed in the subjects of Physics, Chemistry, Biology/Bio- technology and English individually and must have obtained a minimum of 50 % marks taken together in Physics, Chemistry, Biology/Bio-technology at the qualifying examination. In respect of candidates belonging to scheduled Caste/scheduled Tribes or Other Backward Classes, the marks obtained in Physics, Chemistry, Biology/Bio- technology taken together in qualifying examination be 40% instead of 50% for General/EWS candidates. Further, for Persons with disability the minimum of 45% marks for General-PH & EWS-PH candidates
Must have fulfilled all eligibility criteria mentioned in the NEET UG-2023 Information bulletin and qualified NEET UG-2023 examination.
Candidates who are Domicile/Permanent residents of Uttarakhand and have passed both High school (10th) and Intermediate (10+2) or equivalent examination from a recognized educational institution situated in the State of Uttarakhand. OR
Candidates who are not Domicile/Permanent residents of Uttarakhand but have passed both High school (10th) and Intermediate (10+2) or equivalent examination from a recognized educational institutions situated in the State of Uttarakhand shall also be eligible but they will not be entitled for any type of reservation. NOTE:-

  1. The candidate is compulsorily required to furnish NEET UG examination details, valid mobile number and other required information in order to register for counselling. Candidate will receive a verification code/OTP on their registered mobile, which will be used by them for registration in subsequent steps of online filling of application form
  2. After completing the form, the candidate has to submit the SAVE button and recheck the entries. The candidate if satisfied can finally LOCK the application form and take out the print of the application form.

** Candidates are required to fill the the following necessary details while filling the online application form for counselling process:

  • State from which passed High School (10th)
  • State from which passed Intermediate (10+2)
  • Details about Domicile Certificate ( For Uttarakhand domicile candidate only)
  • Details about Certificate of Reserve category, if applicable
  • Details about Certificate of Sub Category, if applicable. (for Domicile/Permanent resident of Uttarakhand only)

The following category of certificate are to be submitted through official e-mail [email protected] after filling the online application form

  • PWD category certificate issued by the Special Medical Board constituted by the Director General Medical Health & Family welfare, Uttarakhand only, if applicable.
  • Details about Certificates required for Ward of Kashmiri Migrants, if applicable.

Choice filling and Exit Rule For NEETUG For Counseling In Hemwati Nandan Bahuguna Medical University

The candidates is permitted to exercise fresh choice during various round of counselling by depositing following
Round –I will be A Free Exit Round, means if a candidate allotted a seat in 1st Round and even if candidate does not report/join the allotted college he would not be penalized and eligible for subsequent rounds.
Round II and III will be Exit with Forfeiture, means if a candidate allotted a NEW/FRESH seat in 2nd & 3rd round of counselling and does not want to join the allotted seat he can still exit with forfeiture (losing security amount deposited).
If candidate want to resign from admitted seat of Round-I or Round-II before commencement of round-III on notified date by counseling board, he/she will be permitted to resign with forfeiture of security money.
Candidates who have been allotted seat in Round I or Round II of counseling can opt for seat up gradation in round II and Round-III of counseling.
If a candidate is allotted upgraded seat, the seat allotted in previous round gets automatically cancelled and allotted to next eligible candidate in merit. Candidates are advised to select choices carefully.
No candidates will be permitted to vacate/ resign/surrender the admitted seat of round-III
Candidates have to fill new/fresh choices in each round of counseling to become eligible for seat allotment in that particular round
Candidate can give as many choices as he/she wishes during online choice filling. However choices should be in order of candidate’s preference & eligibility
Candidates are advised to select the choices very carefully. If candidate is not interested in any specific Quota/College/Course, it is advised not to opt for that specific Quota/College/ Course seat in choice filling process as allotment once done will not be altered. University/ Counselling Board will not be responsible for any mistake done at the part of the candidate.
Candidate has to fill up the fresh choices/quota for each subsequent rounds of counselling separately irrespective of previous choices/quota

Admission Procedure

Download allotment letter

Follow the instructions regarding payment of centralized advance tuition fee available on the allotment letter & as notified in the University website.

Step 1 Login to website with your login ID

Step-2 Pay the advance tuition fee as per allotted college & Quota

Step 3 Download advance tution fee receipt online using your login ID. Download the fee recepit

Step 4 Download allotment letter using your login ID

Step 5 Report to allotted college with tuition fee receipt and other required documents enlisted below

Step 6 Balance amount of tution fee and other applicable fee to be paid directly to college. For details contact the allotted college Step 7 Collect your admission letter from the college.

After this candidate should report personally to the allotted college along with the following documents for completion of further admission process within specified period

  • Copy of allotment letter
  • Proof of payment of centralized advance tuition fee.
  • High School (10th) Certificate for Age proof.
  • Intermediate (10+2) Certificate.
  • Intermediate (10+2) Mark sheet.
  • NEET UG 2023 Admit Card (issued by N TA)
  • NEET UG 2023 Result/Rank letter (issued by NTA)
  • Certificate of Reserve category, if applicable.
  • Certificate of Sub Category, if applicable. (for Domicile/Permanent resident of Uttarakhand only)
  • PWD category certificate issued by the Special Medical Board constituted by the Director General Medical Health & Family welfare, Uttarakhand only, if applicable.
  • Certificates required for Ward of Kashmiri Migrants, if applicable.(please refer to Information bulletin)
  • Domicile Certificate ( For Uttarakhand candidate only)
  • Valid ID proof (preferably Aadhaar Card/Passport/ PAN card/driving license , etc)
  • Other document as per the requirement of the concerned college (kindly visit the college website or contact the concerned person)
  • Remaining amount Bank Demand Draft (tuition fee/hostel/mess charges etc as per the allotted college
After doing the above mentioned formalities/procedure, the admission process will only be completed once the candidate gets the admission letter issued by the concerned college within the specified time period mentioned in the allotment letter. Hence, the candidates are required to make necessary arrangement from his/her side well in time to complete the whole admission process within the specified time period of that particular round.
NOTE: Candidates who have deposited their original documents with any other Institute/ College/ University and come for admission with a certificate stating that "their original certificates are deposited with the Institute / College / University" will NOT be allowed to take admission in allotted Medical/Dental College.
