The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) is tasked with conducting counseling for a diverse range of medical seats across the country. This includes 15% All India Quota (AIQ) seats, 100% seats in Deemed Universities, Central Universities (such as Delhi University, Aligarh Muslim University, and Banaras Hindu University, including their Institutional/Domicile Quotas), Employees' State Insurance Corporation (ESIC) medical colleges, Armed Forces Medical College (AFMC) for the registration part, and Guru Gobind Singh Indraprastha University (including VMMC & SJH, ABVIMS & RML, and ESIC Dental, Delhi) covering both 15% AIQ and 85% Institutional Quota. Furthermore, MCC/DGHS handles 100% of the seats in AIIMS and JIPMER, as well as B.Sc. Nursing courses in Central Institutes.
The primary responsibility of the Medical Counselling Committee (MCC)of DGHS is the allotment of seats to participating candidates based on their merit and personal choices. This crucial process commences only after the Medical Counselling Committee (MCC) receives the list, data, or information of successful candidates from the National Testing Agency (NTA), which is the body responsible for conducting the NEET (UG) examination. Through this well-structured and transparent counseling process, Medical Counselling Committee (MCC) ensures that candidates are matched to their preferred institutions in a fair and merit-based manner, facilitating their journey towards becoming future healthcare professionals.
Eligibility Condition:
The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.
Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. It is crucial for candidates to make informed decisions regarding their participation in Round 3 of AIQ/Deemed/Central Universities counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.
To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.
For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Guidelines for NRI Seat Allocation during MCC Counseling
The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.
Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

ARUNACHAL PRADESH, MBBS admission is done on the basis of marks secured in NEET. The Arunachal Pradesh State Council for Technical Education (APSCTE), an autonomous body under the Directorate of Medical Education, Training & Research Government of Arunachal Pradesh will conduct the Online Counselling for nomination in the various Degree courses (PCB group) against the seats made available to the State by the Govt. of Arunachal Pradesh and other Regional bodies. The guidelines for NRI/ NRI sponsored / PIO/ OCI: Admission is as follows:
An NRI student is one who has NRI status. Students who have studied their qualifying examination equivalent to 10+2 of India, from schools or colleges abroad (outside India) will also be considered as NRI student |
Candidates should fulfill the minimum eligibility criteria to seek admission under Non-Resident Indians (NRI) Category. The seats under NRI quota should be utilized by the children or wards of Bonafide NRI’s only. It may be noted that the admission procedure, application form and fees are different from the domestic students |
An Applicant who depends upon his/her Father/Mother/Brother/Sisters (inclusive of first cousins)/ Husband /Wife/ Brother and Sisters (inclusive of first cousins) of Father or Mother/Half Brother/Half Sister/Adopted Father or Adopted Mother or guardian (declared as the guardian of the candidate by working abroad, will only be eligible to apply in the NRI category seats. Further, the Candidate should be of Indian origin settled in Foreign (OR) Candidate born in a foreign country and whose parents are of Indian citizen deputed abroad by Public Sector Undertaking (OR) Child of the Official of the Central / State Government on deputation abroad shall fall under the NRI category. All the entries in the application form should be written legibly by the candidate in his / her own handwriting. The candidate should ensure that all information including the marks in the qualifying examination furnished by him/her in the application and the enclosures are correct. The candidate is informed that if after proper scrutiny of his / her application, the marks furnished by him / her in the application is not correct or any other information is found to be incorrect, then; (i) He/ She will forfeit the admission, no matter at what stage of the course, he /she will be at that time; (ii) He/ She will be debarred from pursuing any other course for a period of three years; (iii) Criminal action will be instituted against him / her for furnishing false Mark Sheet/ false Community Certificate / false Domicile Certificate |
If any original documents are enclosed along with the application form, it is informed that the Selection Committee is in no way responsible for those documents. METHOD OF SELECTION AND ADMISSION: -
The admission shall be made on the basis of National Eligibility–cum-Entrance Test NEET-UG 2023 score for MBBS Degree Course for the year 2023 – 2024 for the State Quota seats in TRIHMS Medical College. |
Rank list: - Rank list of the eligible candidates shall be prepared on the basis of the marks obtained in National Eligibility–cum-Entrance Test (NEET UG-2023) and candidates shall be admitted to MBBS Degree Course from the said rank list only. The Rank list will be available on the websites of Director of Higher and Technical Education (www.apdhte.nic.in); or Director Medical Education, Training & Research (www.dmetrap.in). |
COUNSELLING PROCEDURE: - The selection will be made based on NEET – UG score and by counseling through Single Window System following the rule of reservation by the Government of Arunachal Pradesh.
Seat Allotment and reporting to the Directorate / Institutes for Round 1.
Seats for the first round will be allotted to the candidates in order of the choices they have filled during online choice filling, on the basis of their merit as per NEET 2023 and availability of seats in their respective categories/Institutes/courses |
The first round of seat allotment will be notified and displayed on www.apdhte.nic.in. Candidates can also view the seat allotted to him/her after logging into their individual accounts. |

All the candidates who have got an allotment for medical related courses like MBBS, BDS, BAMS, BUMS, BHMS, B.Sc (RIT/OOT/MLT/Nursing), B. Pharma etc., have opted for Freezing Option, and have paid the Security Deposit / Seat Acceptance fees as detailed above, will report to the Directorate of Medical Education, Research and Training, A Sector, Naharlagun within the stipulated date, along with all relevant documents, the Seat Allotment Letter downloaded from the portal with details of payment of Security Deposit / Seat Acceptance fees. The nomination letter will be issued by the Directorate of Medical Education, Research and Training after verifying all details of the candidate. |
If a candidate fails to choose Float or Freeze option for the seat allotted in the 1st round OR fails to remit the Security Deposit / Seat Acceptance fees or fails to report to the respective Directorate within the stipulated date, the seat allotment shall stand cancelled and he/she will not be considered for seat allotment during the second round. |
Candidates who have opted for Floating Option in the first round AND have paid the Seat Acceptance Fee / Security Deposit fee will ONLY be considered for seat allotment in the second round. |
Candidates who have been allotted a seat in the 1st round but neither opts for Floating or Freezing option shall be treated as not interested and such candidates will not be allowed in the 2nd round. However, they may participate in the Spot round, if held. |
Candidates are therefore advised to at least choose the FLOATING OPTION and pay the Seat Acceptance Fees/Security Deposit if they are to be considered for upgradation in the 2nd Round. |
Candidates opting for Floating after the 1 st Round allotment will retain the seat allotted if no seats of higher preference are allotted in the 2nd Round. However if such candidates are alloted seat of their higher preference choices during second round, they will forfeit their claim on seats allotted to them in first round, and allotment of first round shall automatically stand cancelled. |
Seat Allotment and reporting to the Directorate / Institutes for Round 2.
Only the seats which remain vacant after the completion of reporting for the 1 st Round will be available for allotment in the 2nd Round to the candidates who have opted for Floating Option for the 1st Round and to those candidates who have not been allotted any seat in the 1st Round. |
The second round of allotment done on the basis of the available seats and on the basis of the merit of NEET 2023 will be notified and published in the website www.apdhte.nic.in. |
Candidates, after the declaration of result of 2nd round of counseling will have the Freeze option only under Submit Willingness tab. 1. A Candidate whose seat has been either upgraded or retained during the second Round will have to Freeze the allotment and report to the respective Directorates as has been described for the First Round for issue of Nomination Letter during the notified schedule. 2. A candidate who has been allotted a seat only in the 2nd round will view and download the provisional allotment letter, pay the Seat Acceptance Fee /Security Deposit, Freeze the willingness and report to the respective Directorate as has been described for the 1st round. 3. If the candidate fails to pay the Seat Acceptance Fee / Security Deposit, Freeze the allotment or report to the respective Directorate within the stipulated schedule, the seat allotment shall stand automatically cancelled. Such seat shall be automatically available for the Spot Round. |
Withdrawal of Seats Candidates who have been issued provisional admission / nomination letter during the 1st or 2nd round but had not taken admission in the allotted Institution and want to withdraw the seat can do the same ONLINE within the stipulated schedule. Such candidates can participate in the Spot round if they so desire. Candidates who have taken admission in the allotted Institution will not be allowed to withdraw the seat. Seat Acceptance Fee/ Security Deposit of candidates who have withdrawn their seat during the stipulated period will be refunded as and when notified by the Directorate. |
Spot Round
A Spot round may be conducted after the second round to fill the remaining vacant seats, if any or if any additional seats are received after the start of the process of Counselling |
The following candidates will be eligible for participation in the Spot round: 1. Candidates who have withdrawn their allotted seat within the stipulated time. 2. Candidates who have not been allotted any seat up to second round. 3. Fresh candidates who could not register before the first round. Such candidates will have to register Online and pay the requisite registration fees. |
However, those candidates who have a confirm seat allotted and have not withdrawn their seat, cannot participate in the spot round. Candidates who have taken admission in an Institution against an allotted seat will not be permitted to join the Spot round. |
Reporting at Allotted Institute.
Candidate, who opts for Freezing Option, should report to the respective Directorate, collect the Nomination letter and report to the allotted institution for admission as per its admission schedule. |
Allotment to candidates who have been offered seats but do not report at the allotted Institute within the scheduled period shall stand automatically cancelled and such seats shall be allotted to other candidates. |

Children of employees of All India Services/ Central Government organizations & Central Public Sector Undertakings serving within the territory of Arunachal Pradesh iii. All others, not included in any of the above categories with the condition that the candidate should have passed Class XII or equivalent from any of the schools within Arunachal Pradesh and his/her parent(s) should have been residing in Arunachal Pradesh for at least the last 3(three) years. Both the criteria should be fulfilled. |

Conversion Rules: Before allotment of seats in the first round, if the number of registered eligible PWD candidates is less than the seat available, conversion of PWD seats to non PWD is possible within the categories i.e. Cat I PWD to Cat I and Cat II PWD to Cat II separately to the extent of availability of PWD candidates. If there is any resultant vacancy in the seats reserved for the PWD candidates after the first round of counselling, such seats will be converted to non PWD seats within the separate Categories for the second and subsequent round(s). |
