Srirama Chandra Bhanj Medical College & Hospital (S.C.B Medical College) is a a public medical college in Cuttack and a premier medical institute in India in medical teaching, training, research, and patient care. It is one of the oldest centers of medical teaching and training in India established in the year 1944 - In the Pre-Independence era. It is affiliated to Utkal University, Bhubaneswar and and recognized by National Medical Commission (NMC) with an annual intake of 250 MBBS seats, 232 seats in 26 disciplines of Postgraduate studies and 43 seats in 12 disciplines of Super-Specialization studies.

The Teaching Hospital - Srirama Chandra Bhanj Medical College & Hospital
This is a State Government Medical College and Hospital set up by the Government of Odisha under the Health & Family Welfare Department for Teaching, Research and providing multispecialty patient care. This is one of the largest tertiary care hospitals with 2132 beds focusing towards a massive redevelopment program and is soon going to transform into a world class health facility with 3000 beds in the first phase and 5000 beds by the end of the project. All the services all the Diagnostic, Medicine services & Stay are free for all the Patients. All routine and emergency laboratory services are available round the clock. Radio Diagnostic Services are available to include X-Rays, Ultrasonography, Mammography, Digital CT Scan & MRI. On average, more than 6000 patients attend the OPD daily and more than 2000 patients are treated daily in the IPD, casualty, and emergency wards. Indoor patient care is catering to the needs of the State, as well as the neighboring States. There is a 180 bedded Intensive Care Unit for taking care of seriously ill patients. There is a Labour Room for conducting deliveries round the clock. A 24 x 7 Emergency O.T. facility is available. Free diet is provided to all the indoor patients as per Odisha Govt. rules. All the diagnostic services, medicines, surgeries, Renal Transplantation, Bone Marrow Transplantation, accommodation & food for patients are provided free of cost.
In 2001, Telemedicine Services were established in collaboration with ISRO and Sanjay Gandhi Post Graduate Institute of Medical Sciences, Lucknow for providing distant medical education to our medical students, teleconsultation for critically ill patients, follow-up treatment facility, and Telemedical video conference. Currently the Telemedicine center of SCB is connected with all the District headquarter Hospitals and all the other Medical College Hospitals. It has played a vital role in the virtual training of doctors in the management of COVID patients and ensuring that the teaching program of medical students is not hampered.
OPD services are available on all days (including Sundays and gazetted holidays) from 9.00 AM to 5.00 PM. Various out-patient services available in the hospital are -General Medicine, Paediatrics, Tuberculosis & Respiratory Diseases, Dermatology, Venereology & Leprosy (Skin& V.D.), Psychiatry, General Surgery, Orthopaedics, Ophthalmology(Eye), Oto-rhino-laryngology (ENT), Obstetrics & Gynaecology, Dental Surgery, Community Medicine (Immunization, Anti-rabies Clinic), Mental Health. Gastroenterology, Cardiology, Nephrology, Endocrinology, Neurology, Rheumatology, Urology (Including Renal Transplant Surgery OPD) Neurosurgery, Endocrinology Surgery Cardiothoracic, and Vascular Surgery, Paediatric Surgery, Plastic surgery, Clinical Haematology (Including Bone Marrow Transplant OPD) are available on designated days of the week and Day Care Center services for Six days a week( 9AM to 5PM of Monday to Saturday)

Srirama Chandra Bhanj Medical College & Hospital MBBS NEETUG Counseling is conducted by 1) MCC (Medical Counselling Committee)( Open To All )and 2)Odisha Joint Entrance Examination (OJEE) (State Domicile)
1 ) MCC (Medical Counselling Committee)(15%) (Open To All)
The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) is tasked with conducting counseling for a diverse range of medical seats across the country. This includes 15% All India Quota (AIQ) seats, 100% seats in Deemed Universities, Central Universities (such as Delhi University, Aligarh Muslim University, and Banaras Hindu University, including their Institutional/Domicile Quotas), Employees' State Insurance Corporation (ESIC) medical colleges, Armed Forces Medical College (AFMC) for the registration part, and Guru Gobind Singh Indraprastha University (including VMMC & SJH, ABVIMS & RML, and ESIC Dental, Delhi) covering both 15% AIQ and 85% Institutional Quota. Furthermore, MCC/DGHS handles 100% of the seats in AIIMS and JIPMER, as well as B.Sc. Nursing courses in Central Institutes.
The primary responsibility of the Medical Counselling Committee (MCC)of DGHS is the allotment of seats to participating candidates based on their merit and personal choices. This crucial process commences only after the Medical Counselling Committee (MCC) receives the list, data, or information of successful candidates from the National Testing Agency (NTA), which is the body responsible for conducting the NEET (UG) examination. Through this well-structured and transparent counseling process, Medical Counselling Committee (MCC) ensures that candidates are matched to their preferred institutions in a fair and merit-based manner, facilitating their journey towards becoming future healthcare professionals.

Step Wise Counseling Process conducted by Medical Counselling Committee (MCC)
The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.
Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. It is crucial for candidates to make informed decisions regarding their participation in Round 3 of AIQ/Deemed/Central Universities counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.
To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.
For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Guidelines for NRI Seat Allocation during MCC Counseling
The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.
Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

If You're Satisfied with Your Allotted Seat and Wish to Join the College:
- Physical Reporting: You are required to physically report to the college to which you've been allotted to complete the joining formalities.
- Fee Payment: Upon reporting, you will need to pay the tuition fees and any other applicable fees to secure your seat. Please note, the security deposit paid during the MCC counselling cannot be adjusted against the tuition fees.
- Document Submission: After paying the fees, you must hand over your original documents to the college as part of the admission process.
- Security Deposit: The security deposit will be refunded by MCC after the counselling process concludes.
If You Wish to Participate in the Next Round:
For Upgrading: If you're satisfied with your current seat but, interested in exploring better options in the next round, you must:
- Join the college allotted in Round 1 by physically reporting, paying the fees, and submitting the necessary documents.
- Express your willingness for upgradation during the admission process. This indicates that while you're accepting the Round 1 seat, you're also interested in being considered for a better seat in Round 2.
If You're Not Satisfied with Your Allotment:
Seeking a Better Option: If the current allotment does not meet your expectations and you wish to participate in the next round for a better seat without reporting, be aware that:
- You will forfeit your currently allotted seat
- You must go through the counselling process again to be considered for a new seat in the subsequent round.
If You've Decided to Quit the MCC Process:
- Withdrawal: If you're not satisfied with the MCC allotted seat and have secured admission elsewhere, you can withdraw from the MCC counselling process. By doing so, you will not be considered for any seat allotment in the future rounds. MCC will return your security deposit post the counselling period.

2) Odisha Joint Entrance Examination (OJEE) (State Domicile)
Odisha Joint Entrance Examination (OJEE) Conduct Counseling shall be done for 85% of total seats in Government Medical/Dental Colleges and for all seats of Private Medical / Dental Colleges. Counseling shall be done by a Committee consisting of following members: Chairman OJEE, Vice-Chairman OJEE, Secretary OJEE, and three Members (Addl. Director, o/o DMET Odisha, and two other Members).There were four rounds( round 1 ,round 2, round 3) of counselling including spot counselling.

| Candidates, who are natives of state of Odisha and wish to claim reservation under Ex-Serviceman (ES) category, must submit their relevant documents to Rajya Sainik Board, Bhubaneswar only within schedule date and time. After proper verification, Rajya Sainik Board, Bhubaneswar of Odisha will send the list of valid candidates to OJEE for getting reservation under ES category. No claim/certificate shall be entertained by OJEE directly from candidates. Candidates, whose parents are continuing in defense service are not eligible for reservation under this category. | |
| Candidates claiming reservation under Green Card (GC) must be permanent natives of Odisha and shall have to produce original green cards of their parents issued by Government of Odisha only. They must not have taken the privilege of it before. The date of birth & name in the card must match exactly with that in HSC certificate. In case of mismatch, the candidates will be considered in GE category only. Tampered or mutilated green cards are not acceptable. | |

| Step3 | Complete the Registration process and get yourself login to your account- Registration means creating own username and password for logging in to the online counseling site. |
| Step4 | Fill the application form correctly and make the payment- Registration means creating own username and password for logging in to the online counseling site. required documents for online verification. All the documents will be uploaded in pdf format only. The size of pdf files will be mentioned against each document. (The documents to be uploaded must be clearly readable and the file name should not contain any special character) |
| Step5 | After making the payment of the application form, download the application form for future reference |
| NOTE | During document verification, query may be raised by the Verifying Officers depending on the observations. Therefore, candidates must check their email ID regularly during counselling for any message. The query raised must be complied within 24 hours of raising of the query. Otherwise, the document verification will be cancelled and the candidate will not be placed as a registered candidate in the State Merit List. |
| In case any candidate is found to have provided any false information or certificate etc. or is found to have withheld or concealed any information, his/ her application shall be rejected and admission will be cancelled and legal action, as deemed proper, will be initiated against him/her. Besides, the same candidate will not be allowed to participate in the admission process for next three academic years. |

Option For Freeze Or Float in Odisha Joint Entrance Examination (OJEE)
| ● Freeze: if a candidate chooses to freeze the option that means they are confirmed for the allotted seat. ● Float: if a candidate chooses to float the allotted seat that means the candidate will pay the fee but they float for more options. |

| If a candidate is allotted a seat in any round of counseling as per his / her 1 st choice and takes admission for that seat, then he/she cannot participate in subsequent rounds of counseling. If allotment is not as per 1st choice, then he/she can decide whether or not to participate in subsequent round for improvement only. (Candidate can opt for Freeze or Float). |
