 Rangaraya Medical College, Kakinada, is a Government College established in the Year 1958, it was started as a private medical college in 1958 and later in the year 1977 Government of Andhra Pradesh took over the privately managed RMC. In 1981 Rangaraya Medical College became a full-fledged Government Medical College. The college is recognized by Govt. of India and the National Medical Commission (NMC)  and is affiliated with Dr. YSR University of Health Sciences, Vijayawada. The College has an annual in take of 250 MBBS seats, 132 seats in 19 disciplines of Post-Graduate studies and 4 seats in 3 disciplines of Super-specialization studies. It is considered to be one of the best colleges in India. 

The Rangaraya Medical College is spread in an area of over 23 acres with a very good building complex  Siddhartha Medical College has many departments in both preclinical, para clinical and clinical subjects. It has extensive library and laboratories in each department. There are good spacious Classrooms, Lecture halls, Demonstration room, 2 Examination Hall accommodating almost 400 people & Air-conditioned Auditorium. There are good laboratory facilities. Library and Information Centre has provision for textbooks section, reference section, stock area, back volume area, periodical section,  audio/video section, reprographic section, computer workstation with internet facility and access to e-resources and reading rooms. Sports, Games and Recreational facilities are available. There are Volleyball, basketball court, badminton court and Tennis court. Separate hostels for boys and girls are available.

The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) is tasked with conducting counseling for a diverse range of medical seats across the country. This includes 15% All India Quota (AIQ) seats, 100% seats in Deemed Universities, Central Universities (such as Delhi University, Aligarh Muslim University, and Banaras Hindu University, including their Institutional/Domicile Quotas), Employees' State Insurance Corporation (ESIC) medical colleges, Armed Forces Medical College (AFMC) for the registration part, and Guru Gobind Singh Indraprastha University (including VMMC & SJH, ABVIMS & RML, and ESIC Dental, Delhi) covering both 15% AIQ and 85% Institutional Quota. Furthermore, MCC/DGHS handles 100% of the seats in AIIMS and JIPMER, as well as B.Sc. Nursing courses in Central Institutes.

The primary responsibility of the Medical Counselling Committee (MCC)of DGHS is the allotment of seats to participating candidates based on their merit and personal choices. This crucial process commences only after the Medical Counselling Committee (MCC) receives the list, data, or information of successful candidates from the National Testing Agency (NTA), which is the body responsible for conducting the NEET (UG) examination. Through this well-structured and transparent counseling process, Medical Counselling Committee (MCC) ensures that candidates are matched to their preferred institutions in a fair and merit-based manner, facilitating their journey towards becoming future healthcare professionals.

Step Wise Counseling Process conducted by Medical Counselling Committee (MCC)

 The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.

Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. It is crucial for candidates to make informed decisions regarding their participation in Round 3 of AIQ/Deemed/Central Universities counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.

To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.

For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Reservation Policy for 15% All India Quota seats: 

The Reservation Policy of the Central Government for the NEET-UG Counselling in All India Quota is as follows:

S.C.- 15% 

S.T.- 7.5% 

O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%

 EWS- as per Central Government norms- 10%

 PwD- Horizontal Reservation as per NMC norms- 5%

Guidelines for NRI Seat Allocation during MCC Counseling

The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.

Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

If You're Satisfied with Your Allotted Seat and Wish to Join the College:

  1. Physical Reporting: You are required to physically report to the college to which you've been allotted to complete the joining formalities.
  2. Fee Payment: Upon reporting, you will need to pay the tuition fees and any other applicable fees to secure your seat. Please note, the security deposit paid during the MCC counselling cannot be adjusted against the tuition fees.
  3. Document Submission: After paying the fees, you must hand over your original documents to the college as part of the admission process.
  4. Security Deposit: The security deposit will be refunded by MCC after the counselling process concludes.

If You Wish to Participate in the Next Round:

For Upgrading: If you're satisfied with your current seat but, interested in exploring better options in the next round, you must:

  1. Join the college allotted in Round 1 by physically reporting, paying the fees, and submitting the necessary documents.
  2. Express your willingness for upgradation during the admission process. This indicates that while you're accepting the Round 1 seat, you're also interested in being considered for a better seat in Round 2.

If You're Not Satisfied with Your Allotment:

Seeking a Better Option: If the current allotment does not meet your expectations and you wish to participate in the next round for a better seat without reporting, be aware that:

  1. You will forfeit your currently allotted seat
  2. You must go through the counselling process again to be considered for a new seat in the subsequent round.

If You've Decided to Quit the MCC Process:

  • Withdrawal: If you're not satisfied with the MCC allotted seat and have secured admission elsewhere, you can withdraw from the MCC counselling process. By doing so, you will not be considered for any seat allotment in the future rounds. MCC will return your security deposit post the counselling period.
Note: if a registered candidate is not allotted a seat in round 1, he/she can participate in round 2 directly without fresh registration. 

2nd Round :-(AIQ/Central Institutes/University/AIIMS/JIPMER/Deemed University/AMU/BHU/B.Sc. Nursing) (No Free Exit Round)

Note:
If upgraded in to Round 2, the candidate must take relieving from Round 1 seat and join Round 2 seat. 
The Security Deposit will be forfeited if a candidate who has been allotted a seat in the Second Round or subsequent rounds and does not join the respective institution. Also, the Security Deposit will be forfeited if the admission gets cancelled due to any reason 
Candidates getting upgraded in Round 2 shall NOT have any claim on Round 1 seat. 
 If a candidate freshly registered in round 2 is not allotted a seat, he/she can participate in round 3 directly without fresh registration.
However, if an upgraded candidate does not want round 2 seat, he may avail exit with forfeiture after round 2 result announcements. 

3rd Round :- (AIQ/Central Institutes/University/AIIMS/JIPMER/Deemed University/AMU/BHU/B.Sc. Nursing) (No Free Exit Round)

The following are the Regulations for admission of students into MBBS / BDS Courses for the academic year 2023-24 applicable to the following categories:

1) Competent Authority (Self-financing) seats and Competent Authority (NRI Category) seats in new Government Medical Colleges permitted from the academic Year 2023-24 onwards; 

2) MANAGEMENT QUOTA [(Category-B and Category-C(NRI)] seats in Private Un-aided Non-Minority and Minority Medical Colleges and Dental Colleges affiliated to Dr. YSR University of Health Sciences, Vijayawada; 

3) NRI Category seats in Sri Padmavathi Medical College for Women (Under SVIMS), Tirupati.

Under NTRUHS, the Counselling procedure is divided into Convener quota-CQ (Govt.) and Management Quota(MQ1 & MQ2). The medical aspirants seeking MBBS/BDS admission at DR.YSRUHS (Dr. NTR University Of Health Sciences )will have to register themselves for the Dr. NTRUHS admission process by filling out their application form. Counseling for MBBS Students (NEET-UG) in Andhra Pradesh will be conducted by Dr. NTR University of Health Sciences (NTRUHS) Vijayawada. Andhra Pradesh, MBBS/BDS admission is done based on marks secured in NEET-UG. Candidates who will qualify NEET-UG Exam and meet the eligibility requirements only can register and fill out the application form for Andhra Pradesh, MBBS / BDS  admission. 

Dr. NTRUHS counseling is conducted in Three rounds (Round 1, Round 2, and Mop-up Round, and if govt seat is left over additional Mop-up Round 2 ) and the fourth round (being Management Quota(MQ1 & MQ2). the College Round. Suppose the number of vacant seats is x, then 10x the list of registered candidates will be sent to the college and is to be exhausted strictly in order of merit. Seat selection for Government Seats (Competent Authority Quota) and Management Quota(MQ) seats will be through web counseling. Under NTRUHS, the Counselling procedure is divided into Convener quota-CQ (Govt.) and Management Quota(MQ1 & MQ2).

Eligibility For Admission

  • 12th or (10+2 Equivalent) with Minimum 50% marks in Physics, Chemistry, Biology & English for UR &  40% for SC/ST/OBC.
  • Those who have qualified for NEET-UG by scoring the minimum qualifying percentage will be eligible for Admission and Counseling. Candidates should have earned a minimum of 50 percentile (40th  percentile for SC/ST/OBC and 45th percentile for General-PH) to become eligible for NEET-UG counseling rounds
  • AGE: A student must have completed 17 years of age at the time of admission under NEET-UG eligibility or should complete the age on or before 31st December of the year of his/her admission to the 1st year MBBS/BDS Course.

Government Seats (Competent Authority Quota) DR.YSRUHS (Dr. NTR University Of Health Sciences )

It includes seats in Government colleges and Government shares of seats in Private colleges.

  • 85% of Seats in Government colleges (after exclusion of 15 % seats transferred to All India Quota)
  • 50% of Seats in case of Private Un-aided Non-Minority and 50% of Minority Medical colleges and 50% in case of private Non-Minority Dental College
  • Non-local candidates are eligible for 15% unreserved seats only. The local candidates are also eligible for 15% unreserved seats along with 85% seats reserved for the local area.

Local Areas:

  1. For admission to the Andhra University: Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam
  2. For admission to the Osmania University: Adilabad, Hyderabad, Rangareddy, Karimnagar, Khammam, Mahaboobnagar, Medak, Nalgonda, Nizamabad and Warangal

Local Category:

Candidates who wish to apply for Andhra Pradesh NEET-UG counseling as local candidates will have to meet any of the following criteria concerning the local area.

  1. Applicants must have studied for a period of four years consecutively in that area: the last year being the year of the qualifying examination
  2. Applicants must have resided in that area for four consecutive years immediately preceding the date of commencement of the qualifying examination
  3. Applicants possess a Local status certificate, issued by MRO
  • 50% of the available seats for admission by the University for MBBS/ BDS shall be reserved for candidates belonging to Backward Classes as follows:

i) These seats shall be allotted to local candidates of two local areas of Andhra Pradesh State i.e. by order of merit from the merit list displayed under these regulations.

 ii) ELIGIBILITY CONDITIONS IN RESPECT OF THE CANDIDATES WHOSE LOCAL STATUS IS ANDHRA PRADESH. 

LOCAL CANDIDATE OF ANDHRA PRADESH MEANS 

a) Candidate who has studied for 4 years in an educational institution preceding the qualifying examination in Andhra Pradesh. (OR) 

b) Candidate who has studied the maximum period (4 years) in Andhra Pradesh out of 7 years of study period in educational institution preceding the qualifying examination. (OR) 

c) If a candidate has not studied in the educational institution but resided, then the Candidate who has not studied in an educational institution but resided 4 years preceding the qualifying examination in Andhra Pradesh (OR) 

d) a Candidate who has not studied in the educational institution but has resided in Andhra Pradesh for the maximum period out of 7 years preceding the qualifying examination (of residence).

ELIGIBILITY TO “CATEGORY - B2 SEATS IN UN-AIDED PRIVATE NON-MINORITY MEDICAL COLLEGES AND DENTAL COLLEGES 

i) These seats shall be allotted to local candidates from Andhra Pradesh State only i.e. by order of merit from the merit list displayed under these regulations. 

ii) ELIGIBILITY CONDITIONS IN RESPECT OF THE CANDIDATES WHOSE LOCAL STATUS IS ANDHRA PRADESH.

                     (i) As per G.O.Ms.No.107, HM & FW (C1) Department, dated.19.07.2023, after allocation of 15% of seats to All India Quota and out of the remaining seats, the Competent Authority (Self-Financing) category and Competent Authority (NRI Category) shall be as follows:- 

                                                  a) Competent Authority (Self-financing): 35% of the seats shall be Competent Authority (Self-Financing) category 

                                                  b) Competent Authority (NRI Category): 15% of the seats shall be Competent Authority (NRI Category). 

2) Un-aided Private Non-Minority Medical and Dental Colleges: 

      i) CATEGORY - B– 35% OF INTAKE Category-B seats (35% of Intake) are further categorized as B1 and B2as follows- 

                                      a) B1 -15% of Category – B seats are open to candidates from all over the Country and filled first by order of merit from the merit list of displayed under these regulations. 

                                       b) B2 -85% of Category – B seats shall be allotted to local candidates from Andhra Pradesh State only i.e. by order of merit from the merit list displayed under these regulations.

ELIGIBILITY TO “CATEGORY–B” AND CATEGORY- C(NRI) SEATS IN UN-AIDED PRIVATE MINORITY MEDICAL COLLEGES DENTAL COLLEGES: 

Management Quota “Category-B” & “Category-C (NRI)” seats in Minority Medical Colleges and Minority Dental Colleges will be allotted to Muslim Minority Candidates only. If Muslim Minority Candidates are not available, the seats will be allotted to Non-Muslim Minority Candidates in the Mop-up Phase of Counselling. Muslim Minority Candidates are also eligible for Management Quota seats in other Medical Colleges

 

ELIGIBILITY TO COMPETENT AUTHORITY (NRI CATEGORY) SEATS AVAILABLE IN NEW GOVERNMENT MEDICAL COLLEGES PERMITTED FROM 2023-24 ONWARDS: 

i. Foreign Students / OCI Card Holders including PIO / NRI or Children / under Guardianship of NRI, who have secured cut-off scores and more in NEET UG -2023 are eligible for admission into MBBS and BDS Courses under Competent Authority (NRI Category) seats in Govt. Medical Colleges and eligibility shall be as per National Medical Commission (erstwhile MCI) / Dental Council of India / Dr. YSRUHS regulations.

ii. NRI seats shall be filled by order of merit from the merit list displayed under these regulations.

iii. The candidate should submit an affidavit through Annexure-II and the required documents that he/she is NRI or has Children / under the guardianship of NRI.

 (b) Sub-Category - C. 15% NRI quota (NRI/NRI Sponsored) 

 

Candidates from all the States and Union Territories of India are eligible.

*Foreign Students / NRI candidates are eligible for admission into MBBS and BDS Courses under Management Quota Category – C Seats. Candidates should specifically put the option for NRI Category in the online application to be considered for NRI / C-Category
