The Medical Counselling Committee (MCC) under the Directorate General of Health Services (DGHS) is tasked with conducting counseling for a diverse range of medical seats across the country. This includes 15% All India Quota (AIQ) seats, 100% seats in Deemed Universities, Central Universities (such as Delhi University, Aligarh Muslim University, and Banaras Hindu University, including their Institutional/Domicile Quotas), Employees' State Insurance Corporation (ESIC) medical colleges, Armed Forces Medical College (AFMC) for the registration part, and Guru Gobind Singh Indraprastha University (including VMMC & SJH, ABVIMS & RML, and ESIC Dental, Delhi) covering both 15% AIQ and 85% Institutional Quota. Furthermore, MCC/DGHS handles 100% of the seats in AIIMS and JIPMER, as well as B.Sc. Nursing courses in Central Institutes.

The primary responsibility of the Medical Counselling Committee (MCC)of DGHS is the allotment of seats to participating candidates based on their merit and personal choices. This crucial process commences only after the Medical Counselling Committee (MCC) receives the list, data, or information of successful candidates from the National Testing Agency (NTA), which is the body responsible for conducting the NEET (UG) examination. Through this well-structured and transparent counseling process, Medical Counselling Committee (MCC) ensures that candidates are matched to their preferred institutions in a fair and merit-based manner, facilitating their journey towards becoming future healthcare professionals.

Step Wise Counseling Process conducted by Medical Counselling Committee (MCC)

The counseling process for admission into various programs will encompass four distinct rounds: Round 1, Round 2, Round 3, and the Stray and Special Stray Vacancy Round. In accordance with the Hon'ble Supreme Court of India's directives, as per the orders dated 12.12.2022 and 16.12.2021 in the case of "SLA (C) No. 10487 of 2021 in the matter of Nihila P.P. v/s MCC & Ors.," all four rounds will be conducted online by the Medical Counseling Committee (MCC). This approach ensures a transparent and accessible counseling process for all candidates.

Following the Supreme Court's approval, no seats will revert to the participating states after Round 2, marking a significant change in the counseling process. The Mop-up Round will now be recognized as Round 3 from the 2023-24 session onwards. It is crucial for candidates to make informed decisions regarding their participation in Round 3 of AIQ/Deemed/Central Universities counseling, as withdrawal from this round will not be permitted. Additionally, candidates accepting a seat in Round 3 will be ineligible for any further counseling rounds.

To facilitate a seamless transition between rounds and ensure optimal seat allocation, data will be shared between the Centre and the States. Any candidate listed in the allotments will be excluded from the All India Stray Vacancy Round to maintain the integrity of the counseling process.

For seats designated as JAIN MINORITY/MUSLIM MINORITY/NRI, any vacancies remaining after Round 3 will convert to UR MANAGEMENT Private Deemed University seats. This conversion only occurs after all eligible candidates for JAIN MINORITY/MUSLIM MINORITY/ NRI seats have been considered, ensuring no seat goes unfilled and maximizing educational opportunities for all students.

Reservation Policy for 15% All India Quota seats:

The Reservation Policy of the Central Government for the NEET-UG Counselling in All India Quota is as follows:

S.C.- 15%

S.T.- 7.5%

O.B.C.- (Non-Creamy Layer) as per the Central OBC list- 27%

EWS- as per Central Government norms- 10%

PwD- Horizontal Reservation as per NMC norms- 5%

Guidelines for NRI Seat Allocation during MCC Counseling

The Medical Counselling Committee (MCC) has established specific criteria for Non-Resident Indian (NRI) seat allocation as per the directives issued by the Hon’ble Supreme Court of India. According to the verdict in W.P. No. 689/2017 - Consortium of Deemed Universities in Karnataka (CODEUNIK) & Anr. vs. Union of India & Ors. on August 22, 2017, candidates qualifying as NRIs are eligible for NRI category seats. This eligibility extends to Overseas Citizens of India (OCI), Persons of Indian Origin (PIO), and Foreign Nationals, who may only apply for NRI-designated seats.

Indian Nationals seeking to be reclassified to the sponsored NRI category must adhere to the Medical Counselling Committee (MCC)'s requirements, including the timely submission of necessary documents upon request. Candidates are encouraged to stay informed on the process through official Medical Counselling Committee (MCC) communications to ensure compliance and secure their eligibility for NRI seat consideration during the counseling sessions.

If You're Satisfied with Your Allotted Seat and Wish to Join the College:

  1. Physical Reporting: You are required to physically report to the college to which you've been allotted to complete the joining formalities.
  2. Fee Payment: Upon reporting, you will need to pay the tuition fees and any other applicable fees to secure your seat. Please note, the security deposit paid during the MCC counselling cannot be adjusted against the tuition fees.
  3. Document Submission: After paying the fees, you must hand over your original documents to the college as part of the admission process.
  4. Security Deposit: The security deposit will be refunded by MCC after the counselling process concludes.

If You Wish to Participate in the Next Round:

For Upgrading: If you're satisfied with your current seat but, interested in exploring better options in the next round, you must:

  1. Join the college allotted in Round 1 by physically reporting, paying the fees, and submitting the necessary documents.
  2. Express your willingness for upgradation during the admission process. This indicates that while you're accepting the Round 1 seat, you're also interested in being considered for a better seat in Round 2.

If You're Not Satisfied with Your Allotment:

Seeking a Better Option: If the current allotment does not meet your expectations and you wish to participate in the next round for a better seat without reporting, be aware that:

  1. You will forfeit your currently allotted seat
  2. You must go through the counselling process again to be considered for a new seat in the subsequent round.

If You've Decided to Quit the MCC Process:

  • Withdrawal: If you're not satisfied with the MCC allotted seat and have secured admission elsewhere, you can withdraw from the MCC counselling process. By doing so, you will not be considered for any seat allotment in the future rounds. MCC will return your security deposit post the counselling period.
Note: if a registered candidate is not allotted a seat in round 1, he/she can participate in round 2 directly without fresh registration.

For those interested in pursuing MBBS/BDS courses in Government Medical and Dental Colleges of Assam, the admission process for the first year is regulated under the Assam (Regulation of Admission to First Year MBBS/BDS Courses) Rules 2017, which have been revised up to 2023. The selection for quota seats is facilitated through an online counseling process conducted by the Directorate of Medical Education (DME), Assam.

Eligibility rules

1. Candidate's agc should not be below 17 years and above 25 years of age on the 31"' day of December of the year in which the Omission is sought for:Provided that the maximum age limit is relaxable by 3 years in case of candidates belonging to the SC/ST(P)/ ST(H) / OBC / MOBC category.

2. Candidates must have resided in Assam for not less than 20 years, evidenced by the certificate in Annexure-I of the Application Form in Schedule-I of the admission rules, to be submitted during counselling. However, this requirement does not apply to children of All India Services officers allocated to Assam, for whom a service certificate of the parent from the relevant Assam government authority must be provided if called for counselling.

3. Candidates are required to have completed their education from Class VII to XII within Assam and must have passed their qualifying examination, or its equivalent, from an institute located in the state. Proof of this educational trajectory, as detailed in Annexure-II of Application Form in Schedule-1 of the admission rules, must be presented if called for counselling:

Key Points of the Exemption

1. Applicability: This exemption applies to candidates whose education from Class VII onwards took place outside Assam because their parent (either father or mother) was posted outside the state due to their employment with:

• The Assam State Government,

• The Central Government,

• A Corporation,

• An Agency,

• An Instrumentality under the Government of Assam or the Central Government.

2. Conditions of Employment: The parent's employment can be in various forms—on deputation, transfer, or a regular posting—outside Assam.

3. Relaxation Benefit: The time spent by the parent working outside Assam will not count against the candidate. This means the usual requirement of studying in Assam for eligibility under the state quota can be relaxed for these candidates.

4. Proof Requirement: Candidates seeking to avail of this exemption must provide a certificate of employment for their parent. This certificate should detail the parent's posting outside Assam, including the period of service. It must be obtained from the relevant authority.

5. Counselling Process: This documentation is essential if the candidate is called for counselling. It serves as proof to justify the exemption and secure eligibility under the specific quota seats reserved for state candidates.

Online Counseling Registration: Candidates must register online for the counseling round on the official website of DME Assam (www.dme.assam.gov.in). This is a crucial step to participate in the selection process.

To apply for MBBS/BDS counseling, follow these detailed steps to ensure a smooth application process:

  1. Navigate to the official counseling website and find the "MBBS/BDS Counselling" link to get started.
  2. Carefully read all the instructions provided before proceeding. Once you're ready, click on the "Apply Now" button to begin your application.
  3. Fill out the application form with all the required details. This includes your personal information (like name, date of birth, etc.), academic qualifications, contact details, and address.
  4. The next step involves uploading digital copies of your photograph and signature. Ensure that the photograph is within the size range of 35 Kb to 20 Kb and the signature is between 30 Kb to 15 Kb. Both the photograph and signature should be in either JPEG or JPG format to comply with the application requirements.
  5. Before submitting your application, take a moment to review all the information you've entered. This is crucial to ensure that all details are accurate and correctly represented.
  6. Once you're satisfied with the verification of your details, click the "Submit" button to finalize your application.
  7. Following the successful submission of your online application, you will need to print the e-challan provided. Take this e-challan to any branch of the State Bank of India to deposit the required application fee.
  8. Additionally, it's highly recommended that you print a copy of the completed Assam MBBS/BDS 2023 application form. Keeping this printout is important for your records and any future correspondence or requirements in the counseling process.

Option Filling: After registration, candidates will have the facility to fill in their preferences online. It's an opportunity to select the colleges and courses of their choice.

Option Locking: After the last date of option filling, there will be a period where candidates can lock their choices. If not locked by the candidate by the given deadline, the options will be automatically locked and considered final.

Seat Allotment Process: Following the option locking, the seat allotment process will be carried out based on the preferences given by the candidates and their merit.

Publication of Selected Candidates: A list of provisionally selected candidates, along with the admission modalities, will be published and displayed on the DME Assam website.

Candidates from various categories, including OBC-MOBC(NCL), Moran, Motak, Tai Ahom, Chutiya, Koch Rajbongshi, TGL, Ex-TGL, Four Regions, and Special Categories (such as Freedom Fighters, Martyrs of Assam Movement, Candidates under Unreserved, PWD, Reserved Category including Extremist Violence, Ex-Servicemen, and Serving Defense Personnel, Sports quota), are required to register and participate in the online counseling.

For ex-servicemen, serving defense personnel, and candidates applying under the Freedom Fighters and Sports Quota, document verification will take place at the DME office. Only those found eligible for these quotas will participate in online counseling.

Note: There will be no separate offline counseling for these seats; all processes are conducted online to ensure transparency and convenience for all candidates.

Post Allotment Process

All provisionally selected candidates are hereby directed to report to the office of the Principal of the respective Colleges with following terms and condition

  1. All admissions will be provisional and will be as per MBBS/BDS Admission Rules, 2017 (revised till 2023). Subject to meeting the requisite eligibility criteria and the final decision of Hon. Gauhati High Court in WP(C) No. 3868 of 2023 (Jasmin Ara Ahmed vs. State of Assam and Other).
  2. Candidates have to pay the admission and counseling fee amount (approximately Rs. 25,000/-) at the time of admission. You will have to bring all the necessary original documents with you.
  3. Candidates must be eligible as specified in the MBBS/BDS Admission Rules, 2017 (Amendment till 2023) Original admit card, mark sheet, passing of HSLC and HSSLC or equivalent examination Certificates, caste certificate and documents will have to be submitted. college authority On receipt of acknowledgment from the concerned college at the time of admission.
  4. Admission of candidates will be done by the Medical Board constituted by the Principal of the respective colleges. Issue is subject to satisfactory medical fitness certificate.

For MBBS/BDS counseling at www.dme.assam.gov.in, round 1 participants can apply directly for colleges without re-registering, while new candidates must register for round 2, followed by choice filling and locking, with automatic locking if not manually done.

Third round of online counseling for vacant MBBS/BDS seats in government medical and dental colleges, accessible through its official portal www.dme.assam.gov.in. Candidates who have participated in the first and second rounds of State Counseling and have not joined any college till Round 3 of AIQ or State Quota are eligible to apply for fresh admissions or change their choices during this round without the need for re-registration. The online choice filling facility will be made available to these candidates, with an option to lock their choices by a specified deadline, beyond which choices will automatically be locked. Following the choice locking period, the directorate will process the data and announce the results, outlining the modalities for admission. Provisionally selected candidates will then receive instructions to proceed with their admission at the respective allotted institutes.

Note:- NRI Admission - The State Directorate of Medical Education (DME) sources have confirmed that, as per a recent Supreme Court ruling, there will be no further NRI quota seats allocated in the state from the upcoming academic year.
